Shannon Cortez

RESEARCH Consultant

Shannon Cortez was formerly the Deputy Director of Washington State Elections and brings over 21 years of relevant state and local elections administration experience. She’s been a nationally Certified Election Registration Administrator (CERA) since 2011 and was a Washington state certified Election Administrator from 2003 to 2021. She’s conducted more than 125 elections and five presidential elections. 

She served on various state committees during her tenure in Washington — Voter Registration Modernization RFP Committee, Voter Intent Committee, Clearinghouse Committee, and the Washington Administrative Code (WAC) Review Committee. She served as the Pierce County Auditor’s Office COOP (continuity of operations plan) coordinator and authored the official document in 2008. She assisted with the development, content, and publication of the Belfer Center for Science and International Affairs’ Cyber Incident Communications Coordination Guide. 

Shannon is a graduate of University of Washington with a B.A. in politics, values, and social change. She also received her Lean green belt certification in November 2015 from the University of Washington.
